A September 2026 manpower announcement contains a future compliance date that larger employers should put on their calendars now. From 1 July 2028, organisations with more than 200 employees will be required to have at least one human resources professional certified at the IHRP Certified Professional level or higher, or meeting an accepted equivalent route. The Government accepted the tripartite workgroup’s recommendation as part of a broader plan to strengthen human capital capability.
This is not a rule that every HR employee must hold a certificate tomorrow. It is a prospective organisation-level requirement with preparation time and possible recognition of equivalent accreditation. The details matter for a group with several entities, a business near the headcount threshold and an HR team planning training budgets. Here is what the official release says and how to prepare without overstating what has already taken effect.
What was announced on 24 September 2026?
The Ministry of Manpower release reports that the Tripartite Workgroup on Human Capital Capability Development made five recommendations. The Government accepted all five. The workgroup aims to benefit more than two million workers, support at least 2,000 enterprises and build the capabilities of 20,000 HR professionals and people leaders. Those figures describe ambitions for the overall programme, not a count of firms already compliant with the future certification requirement.
The specific legal commitment is that organisations with more than 200 employees will need at least one suitable HR professional with IHRP-CP certification or higher from 1 July 2028. MOM says equivalent certifications from recognised international HR professional bodies can satisfy the requirement if any prescribed bridging conditions are met. Until implementing details are settled, do not assume that an overseas credential will automatically count; seek current confirmation from MOM and IHRP.
Why is the Government focusing on HR capability?
The workgroup was convened in February 2025 in response to technological change and longer working lives. It engaged more than 1,000 employers, workers, HR professionals and other stakeholders. Its recommendations address career opportunity, workforce planning, responsible use of AI in HR, professionalisation of HR practice and development of people leaders. This is a broader workforce strategy. The certification condition is one concrete component, not the whole reform.
MOM links the requirement to preparation for the Workplace Fairness Act and changes to the Employment Act. Employers should avoid treating the reference as an assertion that every part of those laws has commenced. Instead, use the next two years to test whether recruitment, performance, flexible work, grievance and dismissal processes are documented and fair. Our wrongful dismissal guide illustrates one area where poor HR records can become a legal dispute.
Which organisations need to watch the 200-person line?
The announced threshold is “more than 200 employees”. An organisation with exactly 200 is not described in the release as crossing it; 201 would be above it. However, how headcount is counted in a complex structure may require implementing rules. A business should not decide on its own that contract, part-time or group staff can be ignored. Establish a reliable headcount record and monitor hiring plans, acquisitions and seasonal changes.
Where several subsidiaries share a central HR team, ask whether the future rules assess each entity or a broader organisation and how a certified professional may serve them. The press release does not resolve every structural example. A prudent employer should identify the employee who could qualify, check current credentials and leave enough time for assessment or training. Waiting until June 2028 could make compliance dependent on a single person’s availability.
What support is available before the deadline?
MOM says the Government will help all organisations, including those with 200 or fewer employees, obtain HR certification. An additional S$100 subsidy runs from 1 October 2026 to 30 June 2028 on top of existing support for Singapore residents. According to the release, this brings the IHRP-CP fee down to S$163.50 and the IHRP Senior Professional fee to S$272.50, with certification valid for three years. Organisations may also use SkillsFuture Enterprise Credit to offset remaining out-of-pocket costs.
Check current eligibility and fee conditions with the Institute for Human Resource Professionals before budgeting; programmes and prices can change. Certification is a credential, while genuine capability also involves time and authority to improve processes. Assign the certified HR professional access to decision-makers and a role in reviewing policies, rather than acquiring a badge solely for a compliance register.
Responsible AI in hiring is part of the same story
The workgroup’s third recommendation promotes responsible AI use in HR. It includes proposed AI Starter Kits, training aligned with 12 new IHRP AI Fluency Skills Badges and a playbook targeted for the first quarter of 2027. Tripartite partners also recommend guidance on responsible AI in recruitment so employment decisions remain fair and merit-based. The release describes planned initiatives and guidance, not a general legal approval for any automated screening tool.
Employers piloting a system should ask what data it uses, whether candidates know how information is handled, who reviews an adverse result and how bias or error is detected. Keep humans accountable for decisions and preserve records. An AI tool may improve administrative work while still creating privacy, discrimination or explainability risks. Our PDPA data breach guide discusses separate data protection issues that may arise if applicant information is mishandled.
Five practical steps for an HR director
First, confirm the likely headcount and growth trajectory through July 2028. Second, map current HR qualifications and the time needed for IHRP-CP or an accepted equivalent. Third, allocate a training budget and check subsidy eligibility. Fourth, audit processes most likely to generate legal complaints: recruitment, pay, leave, accommodation, disciplinary steps and grievance handling. Fifth, appoint a leader to monitor further implementation details from MOM, IHRP and the tripartite partners.
A small employer under the threshold can still benefit from the programme. The report discusses part-time embedded HR expertise for SMEs and resources on workforce planning. Good procedures do not become optional below 201 staff. If a dispute has already arisen, our article on handling workplace harassment complaints shows why prompt, documented decisions matter regardless of size.
What a certification plan should include
Choose more than one potential candidate if the organisation depends on a single HR professional. People leave, take parental leave or move into a different role. A succession plan can prevent a sudden gap close to the 2028 date. Record the candidate’s current experience, required assessments, expected submission date and renewal cycle. Since the stated certification lasts three years, plan for continuing development and recertification rather than treating the first certificate as permanent.
HR leaders should also agree what decisions need review by the qualified person. A credential without access to recruitment data, grievances and policy changes will have limited practical value. Let managers know when to escalate a potentially discriminatory criterion or an unusual dismissal. This connects the future rule to the workgroup’s stated aim of improving everyday people decisions.
Separate current law from a future requirement
As of October 2026, the 1 July 2028 HR certification condition is a future requirement announced by MOM. It should be included in planning, while detailed implementation and recognised equivalent credentials should be checked as they emerge. The other four recommendations include several proposed programmes and forms of guidance with different timelines. Treating every recommendation as a present offence would mislead staff and readers.
At the same time, the lead time is useful. A business can build a stronger HR function before the compliance date instead of scrambling for one certificate at the end. The official MOM employment practices resources remain the starting point for existing duties. Use the certification announcement as a reason to align legal compliance, people management and worker trust.
Frequently Asked Questions
Does an organisation with exactly 200 employees meet the announced threshold?
The release says “more than 200 employees”, so exactly 200 is not above that number. Check later implementation rules for how staff are counted.
Must every HR employee be certified?
No. The announced 2028 condition is for at least one suitable certified HR professional in organisations above the threshold.
Can an overseas HR qualification count?
MOM says recognised equivalent international accreditations may count, subject to any prescribed bridging requirements. Confirm whether a particular credential is accepted.
